Butler Township, Schuylkill County sits at the intersection of power availability, deployment speed, and proximity to demand.

The area offers a compelling combination of infrastructure, workforce, and local leadership — including proactive zoning that permits data center development –– and we believe there is strong potential to create a long-term, mutually beneficial partnership with the community.

The campus within Highridge Business Park spans approximately ~600 acres. The facility is designed to deliver 1.2 GW of capacity upon full buildout, making it one of the largest private infrastructure investments in Pennsylvania’s history.

The project is expected to contribute tens of millions of dollars annually to local, state, and corporate tax revenues from AI and GPU investments over the next five years.

Highridge Business Park AI factory is currently in its first phase of development.

Power delivery is anticipated in phases, with 260 MW available by October 2027, 660 MW by January 2029, and 1,000+ MW by November 2029.

We anticipate creating significant construction employment during the buildout and permanent technical and operations roles upon completion. Facility construction will also boost job creation across local businesses in Butler Township and Schuylkill County.

The first phase is targeted to be operational by October 2027.

Nebius has secured a dedicated Energy Service Agreement with PPL Electric Utilities, which includes the engineering and construction of new energy infrastructure built specifically for this campus.

Power is secured and paid for entirely by Nebius, meaning the electricity is used only for our campus — without increasing residential electricity bills for residents.

The campus is designed to include a Battery Energy Storage System (BESS) capable of providing backup and redundant power for approximately 30 minutes in the event of an outage.

Nebius is also exploring additional on-site mitigation strategies to further reduce any risk of service interruption.

The facility’s closed-loop cooling system will continuously recycle water onsite, designed to minimize overall consumption.

The facility uses air-cooled and closed-loop systems in compliance with Butler Township’s zoning requirements.

The site will operate in full compliance with all local, state, and federal air quality standards, including strict Pennsylvania DEP requirements.

The facility will be built with sound walls and buffering technology to minimize sound levels. The project will meet or operate below all local and state noise standards.

Sound levels at the property line will not exceed 75 dBA in accordance with Butler Township’s Data Center Overlay District requirements.

The project will be designed and operated in full compliance with all applicable emergency preparedness and environmental protection processes to safeguard both the community and the environment.

Our team will work closely with municipal officials and engineering experts to ensure efficient planning and implementation of all emergency response procedures.
