Nebius is bringing a world-class AI factory campus to Butler Township, Pennsylvania in Schuylkill County’s Highridge Business Park.

Purpose-built and fully owned and operated by Nebius, this facility will power high-performance AI workloads while creating lasting economic opportunity, supporting workforce development, and delivering tangible benefits to the region.

Project overview

The Highridge campus is designed, built, and operated entirely by Nebius — one of the most advanced AI infrastructure companies in the world. Located at the intersection of Interstate 81 and Gordon Mountain Road in Highridge Business Park, the facility will span approximately ~600 acres and deliver 1.2 GW of capacity upon full buildout, with an initial phase of 260 MW expected to be operational by October 2027.

Reliable, Dedicated Power

  • Nebius has secured a dedicated Energy Service Agreement with PPL Electric Utilities, including the engineering and construction of new energy infrastructure built exclusively for this campus

  • Power is secured and paid for entirely by Nebius — meaning no increase to residential electricity bills for Butler Township residents

  • PPL’s dedicated infrastructure ensures reliable, high-capacity energy delivery optimized for AI workloads

Efficient water design

  • Closed-loop cooling systems are designed to minimize water needs while supporting efficient operations

  • The facility uses air-cooled and closed-loop systems in compliance with Butler Township’s zoning requirements

Sound mitigation

  • Meets all Pennsylvania DEP and township sound standards

  • Sound walls and buffering technology will be added to minimize noise if necessary

  • The project will operate at or below Butler Township’s applicable noise ordinance requirements, including the standards established within the Data Center Overlay District

Boosting the local economy

  • The project will create significant construction employment throughout the buildout phases as well as permanent technical and operations roles upon completion

  • Nebius will contribute state sales taxes from AI and GPU investments

  • Nebius will contribute tens of millions in corporate, local and state taxes over the next five years
