Project Details

Nebius is evaluating a site near Route 78 and Little Blue Parkway to construct a multi-building AI factory with capacity of up to 1.2 GW.

Nebius is committed to transparency throughout the process and to building a project that delivers lasting benefits to the community.

No Increase to Residential Power Rates

Nebius will pay the full cost for power and necessary infrastructure upgrades. If the project moves forward, Nebius will become an industrial consumer in IPL’s region, which is currently largely residential. This would help to spread fixed costs across more energy use and ease pressure on rates for existing customers while simultaneously boosting the local power grid.

Annual Water Use of an Average Restaurant

Due to the innovative closed-loop water cooling design, the facility will require minimal annual water needs.

Built to Fit In

We’ve designed this facility to be a good neighbor. That means keeping noise low, using sound-reduction technology, and planning construction work to limit disruptions to daily life.

Creates Jobs and Strengthens the Local Economy

If approved, the project would create hundreds of construction jobs, support local contractors, and deliver high-tech employment.

Delivers Long-Term Community Investment

The project would generate millions of dollars each year to support Independence and Ft. Osage schools, public safety, and community services, while expanding education and workforce opportunities.

AI Factory Details

Nebius remains in the planning stages for the facility and welcomes community feedback. Our focus is on building an efficient, modern facility that minimizes community and environmental impacts.

Water

  • Comparable water use to restaurants and office buildings
  • Closed-loop mechanical system
  • One-time, 1M gallon/200 MW system fill (~20% replenishment annually)
  • Recurring use of 400,000 — 640,000 gallons/year for staff and process support

Utility & Site power

  • Derived from Independence Power & Light (IPL) and IPL participation in the Southwest Power Pool (SPP)
  • IPL to deliver 200MW in second half of 2026 and launch a study to deliver 600MW by early 2029
  • Evaluating an on-site power generation solution to deliver 400 MW
  • Back-up generation for emergencies and infrastructure requirements
  • Anticipate no more than 4 back-up generators for the initial facility

Air emissions

  • Facility expected to be a minor source of air emissions
  • Nebius will register with the EPA in addition to other local jurisdictions

Noise mitigation

  • Committed to meeting all local requirements for industrial projects
  • Actively conducting sound studies
  • Project designed with noise abatement-technologies
